Buyer requires contractor technical assistance to maintain integrated planning capability supporting Federal, State, Local, Tribal, and Territorial operational coordination. Support includes comprehensive emergency planning, training, exercise, and operational response requirements. Buyer seeks expertise across nine critical areas: planning, plan validation, training, geospatial analytics, stakeholder engagement, IT support, quality assurance, program management, and surge support. The contract ensures FEMA achieves effective operational plans and informed disaster decision-making through the Planning and Exercise Division.

  • Emergency management experience and knowledge of ICS/NIMS
  • Experience with Six-Step Planning Process or military planning systems
  • Knowledge of federal emergency management policies and frameworks
  • Ability to operate in both classified and unclassified environments
  • Personnel with specialized technical skills in planning and geospatial analysis
  • Develop and validate comprehensive emergency operational plans
  • Design, conduct, and evaluate exercises using HSEEP methodology
  • Provide geospatial analysis and data modeling for disaster response
  • Develop training programs and professional development resources
  • Implement stakeholder engagement and communication strategies
  • Deliver IT support and technology evaluation services
  • Ensure compliance with federal regulations and quality standards
  • Provide program and project management support
  • Mobilize surge support during emergencies within 48 hours
  • Create Section 508 compliant documentation and materials
