Buyer seeks developers to participate in the Housing Development Incentive Program to stimulate production of market-rate housing in Massachusetts Gateway communities. The program offers tax credit allocations to eligible for-profit and non-profit developers creating housing in approved HD zones. Buyer will hold three HDIP funding rounds in 2025 with varying award amounts based on application quality and developer track record.

• 4/14/2025 - Q&A submittal deadline (first competition)
• 4/28/2025 - First HDIP application period
• 8/28/2025 - Q&A submittal deadline (second competition)
• 9/15/2025 - Second HDIP application period
• 12/23/2025 - Q&A submittal deadline (third competition)
• 1/13/2026 - Third HDIP application period
• 1/13/2026 - Proposal Due Date

• Experience in creating and managing housing in Massachusetts
• Good standing with HLC and quasi-public housing affiliates
• HDIP eligible projects in an approved HD zone
• No construction started on proposed project
• Acceptable progress on any previous HDIP awards

• Develop market-rate or unrestricted housing in Gateway communities
• Submit pre-application to determine eligibility
• Negotiate TIE agreement with host municipality
• Prepare full application after pre-application approval
• Demonstrate development team capacity
• Prove project marketability
• Show appropriateness of design and scope
• Establish financial feasibility
• Demonstrate readiness to proceed
• Create or substantially rehabilitate housing units in approved HD zone
