Salem Area Mass Transit District

The buyer is soliciting proposals for the development of a Climate Action Plan. The plan will establish greenhouse gas reduction goals with actionable mitigation strategies. It will prepare the District for current and future climate change impacts. The CAP will build on existing data and set a roadmap for the District's sustainability efforts. The buyer expects the final draft CAP to be ready for Board consideration within one year of contract signing.

• Proven experience providing environmental consulting with emphasis on greenhouse gas impacts
• Ability to attend meetings on site at SAMTD or other area locations
• Offer a fixed cost for services
• Have required Oregon and local government business licenses

• Analyze local climate trend data for target setting and action planning
• Set GHG emission reduction targets for short, mid, and long range
• Recommend strategies and actions for achieving targets across climate categories
• Develop implementation plan with graphics to support selected actions
• Create methodology for measuring and tracking performance metrics
• Develop reporting plan aligned with measurement methodology
• Coordinate with SAMTD project team throughout CAP development
• Present results to the Board of Directors
