Buyer seeks a qualified Design/Build firm for the construction of a new Terminal Parking Garage, Ground Transportation Center, and Regional Transit Authority Station at Cleveland Hopkins International Airport. The project is part of the larger Terminal Modernization Development Program to address growing passenger demand and aging infrastructure. Key components include an 8-story 6,000 space parking garage, underground train tunnel, new rail station platform, and ground transportation center. Buyer requires the project to be completed by February 2029 at the latest.

• 8/1/2025 - Publish RFQ Addendum
• 8/22/2025 - Proposal Due Date
• 2/28/2029 - Project Completion Deadline

• Demonstrated competence in architectural/engineering services and general construction
• Experience with design/build service delivery methods
• Knowledge of parking garage and transportation center construction
• Experience with 'Wrap-up' insurance programs

• Design and construct new 8-story 6,000 space parking garage
• Build new RTA tunnel segment and rail station platform
• Construct underground pedestrian walkway connecting to rail station
• Design and build new ground transportation center
• Adhere to Terminal Modernization Development Program governance
• Collaborate with third-party Project PM/CM team
• Develop Guaranteed Maximum Price (GMP) for project scope
• Implement sustainability approaches in design and construction
• Manage construction phasing while maintaining airport operations
• Complete entire project by February 28, 2029
