Buyer seeks a vendor to conduct a comprehensive independent evaluation of the SMI demonstration program. The evaluation will assess four key milestones: ensuring quality of care in psychiatric settings, improving care coordination, increasing access to continuum of care, and enhancing early identification and treatment engagement. The vendor will develop evaluation methods, test hypotheses, and produce various reports including evaluation design, mid-point assessment, interim and summative reports for submission to the State and CMS.

• Develop and finalize evaluation methods and criteria
• Draft and finalize waiver evaluation design for CMS submission
• Create draft and final summative report

• Produce draft and final interim evaluation report
• Test hypotheses to assess program effectiveness
• Evaluate quality of care in psychiatric hospitals
• Assess care coordination and transitions to community-based care
• Evaluate access to continuum of care including crisis services
• Analyze early identification and treatment engagement
