National Outreach and Communications Program
U.S. Fish and Wildlife Service
Buyer seeks to implement the National Outreach and Communications Program to increase participation in recreational fishing and boating while promoting conservation of aquatic resources. Buyer will fund projects at local, state, regional, or national levels that address program goals such as improving communications, reducing participation barriers, advancing sound practices, promoting conservation, and furthering safety. Projects should demonstrate alignment with Recruitment, Retention and Reactivation best practices while delivering innovative approaches to engage the public in fishing and boating activities.

- Experience addressing one or more NOCP purposes
- Experience planning and executing marketing campaigns or outreach programs
- Experience identifying and engaging audiences for outdoor recreation participation
- Improve communications with anglers, boaters, and public about opportunities
- Reduce barriers to access and participation in fishing and boating
- Advance adoption of sound angling and boating practices
- Promote conservation and responsible use of aquatic resources
- Further safety in angling and boating activities
- Develop research-driven messaging for targeted outreach campaigns
- Create digital tools highlighting fishing or boating opportunities
- Implement social media or influencer partnership campaigns
- Develop training materials and toolkits for stakeholders
- Expand how-to video libraries for new participants
- Coordinate signage across state and federal lands
- Host events with tourism agencies to promote participation
- Build stakeholder capacity through training and information-sharing platforms
- Measure outcomes using license data, surveys, or digital analytics
- Engage with local communities, businesses, and resource agencies
- Develop mobile apps using public data for recreation opportunities
- Create outreach materials aligned with R3 best practices
- Conduct research on participation barriers and effective interventions
- Design integrated marketing campaigns using behavior-based approaches
- Evaluate program effectiveness and contribute to knowledge base
