Buyer is seeking qualified multidiscipline consulting firms to provide professional services for planning, design, and construction including resident inspection services for airfield capital improvement projects at L.G. Hanscom Field. The work includes four specific projects: rehabilitating Taxiway E from Runway 29 to Runway 5-23, rehabilitating Taxiway R full length, rehabilitating Taxiway M from Runway 5 to Runway 11, and rehabilitating Taxiway M South from Runway 5 to Taxiway S. Multiple consultant selections will be made according to FAA Airport Improvement Program grant program requirements.

- Experience in airfield civil engineering and pavement design
- Proven expertise in airfield electrical systems
- Experience with FAA design standards and specifications
- Knowledge of construction phasing on active Part 139 airports
- Capability in subsurface investigation and acceptance testing
- Experience with Chapter 30 design-bid-build method
- Ability to provide full-time resident inspection services
- Develop detailed Preliminary Design Reports per FAA guidelines
- Provide environmental permitting assistance including Natural Heritage Endangered Species Protection
- Create construction safety and phasing plans to minimize airport operational impacts
- Develop comprehensive airfield pavement design and rehabilitation plans
- Design airfield electrical systems with LED upgrade specifications
- Coordinate with airport operations for phasing to minimize disruption
- Provide full-time resident inspection services during construction
- Conduct construction acceptance testing and manage closeout
- Perform LSP services to evaluate environmental conditions
- Apply FAA design standards to airfield geometry improvements
- Prepare detailed cost estimates and construction schedules
- Utilize Civil 3D/CIM modeling for airfield design
- Incorporate climate resiliency and sustainable design principles
- Develop specialized approaches for work in runway/taxiway safety areas
- Create bid documents for Chapter 30 design-bid-build procurement
- Prepare phasing documents for FAA and stakeholder meetings
- Review existing conditions and record drawings for all projects
- Provide canvas of bids and award recommendations
- Support fast-paced construction with prompt design responses
- Integrate LEAN practices throughout project delivery
