Buyer seeks a qualified consultant to develop and maintain cost allocation and indirect cost rate plans for the City & Borough of Juneau Budget Manager's Office. The consultant will evaluate current practices and create a suite of plans including a full cost allocation plan, federally compliant cost allocation plan, capital project indirect cost rate, Marine Passenger Fee allocation plan, and a federally negotiated indirect cost rate for the airport. Buyer aims to improve clarity, transparency, and compliance with federal and state requirements while optimizing indirect cost recovery opportunities.

- Experience providing cost allocation services for similar-sized governments
- Five years experience developing internal cost allocation plans
- Expertise in Federal Cost Principles (2 CFR Part 200)
- Experience developing federally approved indirect cost rates (NICRA)
- Knowledge of capital improvement budgeting practices
- Experience with revenue allocation for restricted funding sources
- Documented strategic and proficient management style
- Project management capacity with qualified staff
- Ability to explain complex concepts to non-technical audiences
- Develop comprehensive internal central service cost allocation plan
- Create OMB-compliant cost allocation plan for federal grant programs
- Develop indirect cost rate methodology for capital improvement projects
- Create Marine Passenger Fee allocation plan for administrative costs
- Prepare federally negotiated indirect cost rate for Juneau International Airport
- Evaluate current cost allocation practices and recommend improvements
- Propose simplified allocation methodologies that prioritize transparency
- Calculate defensible internal indirect cost rate for capital projects
- Prepare documentation sufficient for federal audit and approval
- Develop user-friendly documentation and training materials
- Present plans to key staff with comparison to prior year costs
- Structure electronic files with clear organization and documentation
- Ensure compliance with 2 CFR Part 200 (Uniform Guidance)
- Support negotiation process for federally approved indirect cost rate
- Allocate costs in accordance with GAAP, GASB, and AICPA standards
- Analyze indirect cost recovery opportunities from state and federal sources
- Address Marine Passenger Fee constraints per CLIA settlement agreement
- Provide all deliverables in both editable and non-editable formats
- Deliver cost models with unlocked formulas and visible cell references
- Update plans annually to inform subsequent fiscal year budgets
