Buyer is soliciting proposals from qualified consultants for general grant coordination, program implementation and project administration for a pending Community Development Block Grant-Disaster Recovery subaward. Buyer expects to receive up to $44,361,686 in CDBG-DR funding to address recovery needs resulting from Hurricanes Sally and Zeta. Services include grant administration, project management, and coordination of activity delivery for infrastructure, housing, economic revitalization, and mitigation activities. The contract will be for 12 months with the possibility of two additional 12-month renewals.

  • Knowledge of federal grant administration and implementation
  • Familiarity with HUD regulations and requirements
  • Capacity to meet project timelines
  • Experience with disaster recovery planning and project management
  • Collaborate with County for updates, activity delivery, administration and oversight
  • Support development of procurement packages compliant with federal regulations
  • Conduct stakeholder outreach to priority populations and communities
  • Review infrastructure proposals for eligibility, budgets, and applicant capacity
  • Support homebuyer assistance program including outreach and application processing
  • Assist with financial management and recordkeeping for CDBG-DR funds
  • Support compliance with Federal Crosscutting Requirements
  • Prepare environmental review records
  • Serve as designated Labor Compliance Officer
  • Develop performance measures and implementation timeline for approved programs
