Buyer needs to upgrade their water treatment plant SCADA system from legacy Wonderware to VTScada and replace approximately 27 SLC PLCs with modern ControlLogix and CompactLogix controllers. The project includes developing programming standards, replacing the DH+ network with modern networking infrastructure, implementing cybersecurity measures, and ensuring seamless transition with minimal operational disruption. Buyer will use a progressive design-build approach with pre-construction and construction phases under a GMP contract.

• Ability to provide $1,000,000 design-build performance bond
• Minimum net worth of $10,000,000
• Licensed in California for work performed
• Includes registered Electrical or Control Systems Engineer
• Completed five SCADA upgrade projects within past ten years
• Three projects utilizing progressive design-build delivery method
• Experience with ControlLogix/CompactLogix PLCs and VTScada configuration
• EMR not greater than 1.0 for current and past two years

• Develop SCADA/HMI configuration standards for current and future use
• Develop PLC programming standards for consistency across systems
• Upgrade SLC PLCs to ControlLogix and CompactLogix PLCs
• Implement VTScada to replace legacy Wonderware SCADA system
• Replace DH+ network with fiber optic and Cat6 Ethernet
• Develop data migration plan for historical data
• Configure automatic report generation capabilities
• Implement cybersecurity based on NIST framework
• Maintain operations during system transition
• Provide comprehensive O&M documentation and training
