Buyer seeks a vendor to provide centralized license plate production, distribution, and fulfillment services in South Dakota. The contract includes establishing a fulfillment center, implementing a print-on-demand system for 68 office locations, and maintaining production equipment at Pheasantland Industries at the State Penitentiary. Vendor must supply all equipment, raw materials, and support services while working closely with PI to facilitate license plate production for approximately 1.6 million registered vehicles annually. The contract term is 10 years with an optional 5-year extension.

• Install print-on-demand systems in 68 county offices
• Develop a web portal for real-time license plate tracking
• Implement just-in-time inventory management system
• Maintain license plate production equipment with two production lines
• Supply specialized equipment including inkjet printers and blanking lines
• Provide plate design services for standard and specialty plates
• Deliver 340 thermal transfer printers with maintenance support
• Create disaster recovery plan for production continuity
