Buyer seeks a contractor to provide comprehensive water quality training courses to CDOT personnel, consultants, contractors, and the public. The contractor will deliver training on Transportation Erosion Control Supervisor certification, Stormwater Management Plan design, and control measure selection. Buyer requires the contractor to maintain and operate the Tom Boyce Water Quality Training Facility. The contractor must bring creativity and innovation to instructional design while ensuring compliance with Clean Water Act requirements.

• 8/4/2025 - Proposal Due Date
• 8/12/2025 - Top proposers selected and notified
• 8/21/2025 - Demonstrations from selected proposers
• 8/28/2025 - Intent to Award publication
• 9/28/2025 - Desired contract start date

• Minimum 5 years experience delivering water quality training
• Minimum 5 years managing similar contracts for public sector clients
• Minimum 5 years in curriculum development and instructional design
• Minimum 5 years translating complex environmental regulations into training content
• Trainers must have 5 years stormwater management experience

• Deliver TECS Certification training courses
• Provide SWMP Design Certification classes
• Train on Control Measure (Best Management Practices) selection
• Maintain Tom Boyce Water Quality Training Facility
• Perform earthwork and concrete placement at training facility
• Install and maintain erosion control measures
• Develop and refine course materials with CDOT PM
• Integrate innovative instructional strategies into training delivery
• Update existing courses and develop new training offerings
• Translate complex regulations into understandable training content
