Buyer seeks a contractor to provide employer outreach services that promote commute alternatives in Frederick County. The contractor will contact private sector employers with over 100 employees to create new or expand existing alternative commute programs. Services include conducting employee commute surveys, developing transportation demand management recommendations, and maintaining detailed records for program evaluation. The program aims to reduce vehicle travel and improve air quality through voluntary employer-based trip reduction initiatives.

- Must be engaged in employer outreach programs for minimum of three years
- Contact employers to promote alternative commute programs
- Conduct employee commute surveys for employers
- Develop TDM program recommendations for employers
- Maintain employer outreach database with detailed contact information
- Assist employers with vanpool formation and coordination
- Promote telework/telecommuting options to employers
- Assist employers with parking management strategies
- Provide TDM information to newly hired employees
- Promote Guaranteed Ride Home program to employers
- Submit monthly progress reports and quarterly activity summaries
- Conduct on-site transportation information fairs
- Establish two new Level 3/4 employer programs annually
- Maintain seven existing TDM employer programs
- Attend Commuter Connections Employer Outreach Committee meetings
- Coordinate with MWCOG for regional monitoring and evaluation
