Buyer seeks a qualified contractor to develop and implement a Community Needs and Readiness Assessment for a Tribal Maternal, Infant and Early Childhood Home Visiting Program. The project consists of two phases: Phase 1 (15 months) involves conducting a needs assessment in tribal communities in Inyo and Kings Counties, and Phase 2 (Years 2-5) focuses on performance measurement and continuous quality improvement. Buyer will consider proposals for one or both phases to identify community needs, priorities, and readiness for culturally responsive home visiting services.

  • Ability to develop and implement community needs assessments
  • Knowledge of maternal and child health programs
  • Data collection and analysis expertise
  • Develop detailed CNRA work plan with community engagement strategies
  • Identify target communities and assess maternal/infant health needs
  • Develop data collection tools and protocols for both phases
  • Lead analysis of CNRA data and create comprehensive reports
  • Evaluate community readiness for home visiting services
  • Conduct outreach with Tribal communities and stakeholders
  • Train OVCDC staff on data collection and analysis methods
  • Complete Federal Performance Measurement reporting quarterly and annually
  • Develop responsive plan for MIECHV Performance Measures
  • Analyze program data and identify quality improvement opportunities
  • Develop comprehensive program logic model
  • Monitor data collection accuracy through quality checks
  • Lead participatory analysis with community stakeholders
  • Create strategy document for Implementation Planning Phase
  • Support development of CQI project plan
  • Develop sustainability recommendations for program practices
  • Organize focus groups and key informant interviews
  • Identify community strengths and resources for home visiting program
  • Prepare dissemination products for various audiences
  • Integrate cultural responsiveness throughout assessment framework
