The consultant will develop a refined vision, land use concepts, and implementation strategies while conducting inclusive community engagement. The resulting subarea plan will guide future development, support equity goals, and align with regional planning frameworks.

- Assess environmental review needs through SEPA
- Prepare clear implementation timeline with prioritization
- Develop plan that functions as daily reference for staff
- Create graphics and materials for public presentations
