• Project Manager shall have related experience in developing a municipal Economic Development Plan

• Develop integrated organization-wide communication strategy across departments
• Create framework for transitioning from decentralized to centralized communication structure
• Design inclusive engagement strategies for underrepresented community members
• Develop strategies to engage Western Colorado University students
• Recommend cost-effective tools for small rural community with limited resources
• Create framework to shift from one-way to two-way participatory engagement
• Design evaluation methods to measure communication effectiveness
• Analyze existing communication tools and channels
• Recommend culturally appropriate strategies for youth and senior residents
• Provide detailed project schedule with milestones
