Buyer is seeking a qualified consultant to develop a comprehensive 5-Year Parks and Recreation Plan. The plan will guide the city's growth and enhance quality of life for residents. Buyer has two private waterfront parks with unique amenities. The selected consultant will assess existing facilities, identify community needs, develop conceptual designs, recommend programs, and create an actionable implementation plan.

• Experience in developing master plans for municipalities in Michigan
• No violations of State laws or local ordinances
• Commercial General Liability insurance ($1,000,000 minimum)
• Licensed to do business in Michigan

• Inventory and analyze existing parks and recreational facilities
• Conduct community needs assessment through public meetings and surveys
• Develop conceptual designs for new and improved facilities
• Recommend diverse recreational programs for various age groups
• Explore funding opportunities and potential partnerships
• Provide maintenance and sustainability guidelines for parks
• Develop prioritized recommendations for park renovations
• Create an action plan with goals and capital improvement plan
• Facilitate two public meetings and online engagement options
• Present final plan at Recreation Commission and City Council meetings
