• Develop scenario planning with prioritized project options
• Create facility prioritization methodology and ranking tool
• Analyze needs over 20-year horizon considering population growth
• Develop recommendations with preliminary costs and implementation schedule
• Deliver written and graphic Facilities Master Plan
