Buyer seeks qualified firms to provide engineering and consulting services to review and update their Risk & Resilience Assessment (RRA) and Emergency Response Plan (ERP) in compliance with America's Water Infrastructure Act (AWIA) of 2018. The water system serves approximately 94,000 customers and includes treatment plants, storage facilities, and distribution infrastructure across five pressure zones. Buyer requires comprehensive assessment of risks from malevolent acts and natural hazards, plus strategies to improve system resilience. Certification letters must be submitted to USEPA by December 31, 2025 for the RRA and June 30, 2026 for the ERP.

  • Demonstrated experience conducting risk and resilience assessments and developing emergency response plans
  • Project experience using AWWA Cybersecurity Use-Case Tool
  • At least one team member with current CISSP certification
  • Review and update Risk & Resilience Assessment per AWIA requirements
  • Review and update Emergency Response Plan per AWIA requirements
  • Assess malevolent acts and natural hazards risks to the water system
  • Evaluate resilience of physical infrastructure and automated systems
  • Assess cybersecurity of water system's electronic and computer systems
  • Evaluate chemical storage and handling practices
  • Review financial infrastructure of the water system
  • Develop strategies to improve system resilience
  • Create response plans for malevolent acts or natural hazards
  • Submit certification letters to USEPA by required deadlines
