City of Sturgis

Buyer seeks a qualified firm of certified public accountants to audit its financial statements over a 5-year contract period. The audit must follow generally accepted auditing standards and Government Auditing Standards. Buyer employs approximately 165 staff and maintains a total budget of approximately $65 million across 29 funds. The selected firm will be responsible for preparing financial reports and ensuring compliance with federal and state requirements.

• 7/28/2025 - Proposal Due Date
• 8/4/2025 - Oral Presentations Week
• 8/27/2025 - Final Selection

• Must be independent of City of Sturgis
• Must be licensed to practice in Michigan
• Must have experience with non-profit/governmental audits
• Must have experience with municipal utilities

• Audit financial statements in accordance with GAAP and Government Auditing Standards
• Prepare Form 65, Form 5572, and Qualifying Statement
• Conduct preliminary audit work in November
• Submit draft reports to meet March 31 Treasury deadline
• Issue reports on fair presentation of consolidated financial statements
• Perform compliance review for OMB Circular A-133 requirements
• Prepare schedule of expenditures of federal awards
• Identify material weaknesses and significant deficiencies
• Prepare single audit report in appropriate format
• Conduct fieldwork with a 5-year contract commitment
