Buyer seeks to develop a comprehensive Local Hazard Mitigation Plan that meets FEMA and Cal OES requirements. The plan will enhance resilience, reduce long-term risk to people and property, and position the buyer to remain eligible for mitigation funding. Buyer requires expertise in hazard mitigation planning, community engagement, and regulatory approval processes to create an actionable, equity-focused plan.

• 8/18/2025 - Notification to Preferred Consultant

• Develop project schedule and communication strategy meeting FEMA/Cal OES requirements
• Review existing plans including General Plan Safety Element and Emergency Operations Plan
• Facilitate public workshops and stakeholder roundtables in both English and Spanish
• Identify and profile natural and human-caused hazards specific to Cudahy
• Assess vulnerability of critical infrastructure and vulnerable populations
• Develop comprehensive mitigation strategy with prioritized actions
• Prepare FEMA/Cal OES-compliant draft Hazard Mitigation Plan
• Submit plan for regulatory review and address agency comments
• Create community engagement materials in both English and Spanish
• Support City Council presentation and formal plan adoption process
