Buyer seeks a vendor to provide comprehensive program management, administrative and implementation services for federal Home Energy Rebate programs in Texas. The vendor will design and implement rebate systems for two programs: Home Owner Managing Energy Savings Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEAR). Services include extensive system design, marketing, rebate processing, monitoring, and reporting that must meet Department of Energy requirements. The programs aim to increase home efficiency and reduce energy costs for homeowners across Texas.

- Process and distribute rebate funds to qualifying recipients
- Conduct independent reviews and evaluations of program implementation
- Maintain customer service operation with multilingual support
- Submit monthly, quarterly, and annual progress reports
