Buyer is seeking a consultant to develop a detailed plan for the Riverview/Columbia Bottom corridor Great Streets project. The project will transform a semi-rural environment to support economic development, ecotourism, and improved multimodal access. The plan will include extending the Mississippi Greenway from Chain of Rocks Park to Larimore Road, connecting to the future Saint Louis Zoo WildCare Park. The master plan must address flooding issues, land use, and infrastructure needs for this important corridor.

  • Develop detailed vision and conceptual plan for the corridor
  • Conduct community engagement and public participation
  • Analyze existing conditions including traffic, land-use, and environmental factors
  • Perform market/land-use analysis to inform development recommendations
  • Create goals, objectives, measures, and strategies statement
  • Develop preliminary conceptual options with implementation strategies
  • Assess greenway connection from Chain of Rocks to WildCare Park
  • Evaluate transportation district and financing structure opportunities
  • Create implementation plan with phasing, funding sources, and responsible parties
  • Incorporate Great Streets principles for multimodal transportation improvements
