On-Call Peer Review Services

Buyer seeks qualified consultants to provide non-exclusive, on-call peer review consulting services for five town departments: Planning, Conservation, Health, Public Works, and Building. Services include reviewing applications, conducting site visits, preparing reports, and attending meetings. Consultants will verify technical documents for accuracy and compliance with relevant laws, bylaws, regulations, and standards. The contract will run for three years with work assigned through individual task orders.

• In business for a minimum of two years
• Experience with similar size and scope projects for at least two years
• Available for on-site responsibilities and obligations
• Project team holds relevant professional licensures in Massachusetts
• Ability to provide five references including three government customers

• Analyze applications for compliance with regulations, bylaws, and statutes
• Address technical aspects of applications including road layouts, drainage, and stormwater management
• Conduct site visits to evaluate existing and proposed conditions
• Prepare written reports detailing technical findings and code compliance
• Attend Board/Commission meetings as requested
• Provide construction observation and inspection services
• Evaluate wetland delineation and environmental impact assessments
• Review septic system and wastewater treatment designs
• Analyze transportation, traffic flow, and infrastructure needs
• Respond to revised plans and supplemental information
