Buyer seeks to establish an agreement with one or more entities to provide mental health services and resources. The services include SEL curriculum, professional development, and telehealth services for K-12 students and staff. Buyer serves 38 school districts and 10 charter schools across eight counties in South Texas. The services will be used on an as-needed basis by the buyer and its cooperative members.

- Evidence of financial health and stability
- Proper insurance coverage including workman's compensation and liability
- Ability to provide services across multiple counties in South Texas
- Provide Social-Emotional Learning (SEL) and character development curriculum
- Develop evidence-based multi-tiered curriculum supporting student success
- Deliver professional development for educators on mental health resources
- Create school-wide culture building resources
- Implement assessment and impact measurement tools
- Develop digital platform access for mental health resources
- Design student mental health tier 1 support application
- Offer external telehealth provider services (Tier 3 & onsite)
- Support implementation of comprehensive SEL solutions
- Provide technical support for mental health programming
