Professional Engineering Services for Middle Mile Fiber Network

Buyer seeks a professional engineering firm to provide services for a middle mile fiber optic network project. The scope includes preparing and submitting permit plans for aerial and underground fiber routes along NYSDOT roads, NYSTA roads, county roads, and railroad crossings. The engineering firm will produce drawings requiring NYS licensed professional engineer or land surveyor stamps and seals. Permitting begins Q3 2025 and must be substantially completed by end of Q2 2026.

• 7/16/2025 - Deadline for Questions
• 7/23/2025 - Proposal Due Date
• 7/29/2025 - Award by County
• 8/1/2025 - Contract Signed

• Working knowledge of site-specific traffic control plans
• Understanding of NYSDOT approval process and timeframes
• NYS licensed professional engineers
• Experience with NYSDOT, NYSTA, and railroad permits

• Prepare NYSDOT Perm75 permits for aerial/underground fiber routes
• Create site-specific traffic control plans
• Prepare NYSTA permits with engineering stamps
• Design permits for fiber routes crossing railroad property
• Develop bridge conduit plans
• Provide NYS Licensed Engineer stamps on all required documents
• Submit required soil samples and frac out calculations
• Coordinate with ECC Technologies on permit submissions
• Attend planning sessions with contractors to define traffic control
• Submit permits according to construction timeline
