Design Services for Cross Bronx Expressway Planning and Environmental Linkages Study

Buyer seeks engineering services for a Planning and Environmental Linkages Study for the Cross Bronx Expressway. The study will assess the corridor and develop concepts that improve transit, bike/pedestrian access, neighborhood connectivity, open space access, and traffic safety. Buyer requires the consultant to analyze existing concepts and develop new ones to create improvement packages that can advance to Preliminary Design. The contract duration is 34 months with potential addition of Preliminary Design Phases I-IV.

• 7/22/2025 - Proposal Due Date
• 12/31/2025 - Consultant Start Date
• 10/31/2028 - Consultant Completion Date

• Project Manager must be a Professional Engineer (P.E.)
• Key Lead Staff for Structural, Highway, Traffic, Ventilation, and Fire/Safety must be P.E.s
• Experience with tunnel design and construction support
• Experience with corridor reconfiguration and urban design
• Experience developing Environmental Impact Statements

• Conduct comprehensive Planning and Environmental Linkages (PEL) Study
• Build upon the existing Reimagine the Cross Bronx Study
• Develop concepts for transit and bike/pedestrian priority improvements
• Improve neighborhood connectivity and access to open space
• Enhance traffic safety and address non-standard features
• Prepare environmental impact statement with full range assessment
• Conduct detailed urban tunnel design and engineering
• Perform structural and highway design for corridor reconfiguration
• Develop public open space and community connectivity planning
• Implement robust community participation and public involvement
