The program must promote mental, emotional, physical, and financial wellness through responsive support services, digital tools, and educational programming. The contract will be valid for one year with the option to extend for four more one-year terms. Buyer requires vendors to comply with specific security requirements including SSL implementation, access controls, and secure data handling.

• TX-RAMP certification for cloud computing services
• Compliance with Texas Government Code Section 2054.5192
• Must implement SSL sitewide including login pages
• Must provide granular access controls
• Must have full logging and auditing capability

• Provide comprehensive EAP services for employees and eligible dependents
• Develop digital wellbeing platform supporting holistic health
• Deliver mental and emotional health counseling services
• Implement financial wellness educational programming
• Maintain HIPAA-compliant confidential support services
• Support SSL site-wide implementation including secure login pages
• Enable granular access controls for users and administrators
• Implement full logging and auditing capabilities
• Provide SOC2 or ISO27001 certification for handling sensitive data
• Support single sign-on via SAML or OIDC with Okta integration
