• Project Manager must have bachelor's degree and 5 years experience
• IT Manager must have bachelor's degree and 5 years experience
• Experience developing JOC systems for public agencies

• Develop Unit Price Books for each of NYSTA's four divisions
• Create supplemental technical specifications for non-standard tasks
• Provide a web-based management and information program
• Implement JOC system with project tracking and cost control
• Train authority staff and contractors on system use
• Provide continuous technical support throughout contract duration
• Update UPBs annually with current pricing
