Buyer is seeking qualified applicants to provide preschool educational services through the Virginia Preschool Initiative (VPI) program. The program serves at-risk three and four-year-old children who are not being served by Head Start. Buyer requires providers to implement a comprehensive quality preschool program that prepares children for kindergarten readiness. The program must follow Virginia's Early Learning and Development Standards and participate in the Virginia Quality Birth to Five system.

• Must be participating in VQB5 at time of application submission
• Must provide 100% cost or in-kind match to State funds
• Must hold valid Commonwealth of Virginia or City of Alexandria licenses
• Must be authorized to transact business in Virginia

• Provide preschool education for at-risk three and four-year-old children
• Implement Virginia's Birth-to-Five Early Learning and Development Standards
• Participate in Virginia Quality Birth to Five (VQB5) system
• Maintain staff-to-child ratio of 9:1 with maximum 18 children per classroom
• Conduct required screenings (health, vision, hearing, behavioral)
• Implement vetted curriculum aligned with state standards
• Participate in CLASS observations and assessment processes
• Provide professional development for teachers (minimum 15 hours annually)
• Implement meaningful parent involvement and family engagement strategies
• Provide transportation plan ensuring access for eligible children
