Buyer seeks consulting services to update their existing comprehensive development plan. The updated plan will guide development and redevelopment for the next fifteen years. The project requires creating a vision, goals, objectives, and policies addressing all aspects of development including land use, transportation, housing, and downtown revitalization. Buyer requires extensive community engagement throughout the planning process.

• 6/5/2025 - Release of RFP
• 7/18/2025 - Proposal Due Date
• 7/29/2025 - Selection group review complete
• 8/12/2025 - Firm interviews

• Experience as lead firm on at least three similar projects
• Preferably completed similar projects within past five years

• Evaluate existing comprehensive plan including 2010 unapproved plan
• Provide innovative ideas addressing future trends in land use
• Evaluate existing land use map and recommend revisions
• Analyze population, economic, and land use trends
• Identify development opportunities to strengthen housing, industry, and commercial uses
• Analyze and provide recommendations for unique residential, commercial and industrial areas
• Create robust multi-faceted public outreach program
• Coordinate with Comprehensive Plan Task Force and government bodies
• Facilitate public meetings and engagement sessions
• Develop 15-year vision for community development
• Analyze and provide recommendations for Historic Downtown
• Create transportation, housing, and land use recommendations
• Deliver electronic copies in PDF and Word format
• Provide all data, analysis and mapping sources in required formats
• Complete project within 2025-2026 timeframe
