Buyer seeks a technical consultant to develop and implement an Integrated Distribution System Planning (IDSP) framework in the District of Columbia. The project aims to modernize and optimize the electric distribution system to integrate advanced technologies and distributed energy resources. The consultant will develop the framework, support stakeholder engagement, and evaluate utility implementation. Buyer's goal is to advance regulatory goals including reducing electricity costs, enhancing system safety and reliability, and accelerating progress toward climate goals.

• Experience in framework development for Integrated Distribution System Planning
• Experience in evaluating and advising on grid modernization
• Experience in financial modeling and benefit-cost analysis
• Experience with climate change initiatives

• Develop an Integrated Distribution System Planning framework over a three-phase process
• Facilitate stakeholder engagement sessions including working groups and technical conferences
• Analyze grid modernization strategies and distributed energy resource integration
• Develop technical requirements for forecasting, reliability, and resilience planning
• Evaluate utility filings and provide recommendations to the Commission
• Create implementation roadmaps with clear milestones and timelines
• Conduct benefit-cost analysis for grid infrastructure and distributed energy solutions
• Develop performance metrics to evaluate grid modernization efforts
• Prepare technical memoranda and presentations for Commissioners and stakeholders
• Synthesize stakeholder feedback and incorporate into IDSP framework
