Comprehensive General Plan Update

Buyer is seeking proposals from qualified firms to develop a Comprehensive General Plan Update. The plan will serve as a roadmap for the buyer over the next 10 years, guiding policy decisions, resource allocation, and development practices. The selected consultant will work with buyer's staff, officials, and stakeholders to prepare a visionary and implementable General Plan update. The project must be completed by July 2027 to be presented to voters for ratification in Fall 2027.

- A.R.S. § 35-394 certification regarding forced labor
- Required insurance coverages
- Develop a 10-year roadmap through General Plan Update
- Create and implement Public Participation Plan
- Conduct visioning workshops and stakeholder meetings
- Prepare minimum of three future land use development scenarios
- Coordinate with Town GIS to create necessary maps
- Analyze economic growth and prepare related goals
- Present draft elements to various Town committees
- Prepare final General Plan in interactive electronic format
- Create implementation matrix prioritizing updates to plans
- Present final documents to Planning Commission and Town Council
