Buyer seeks qualified engineering consulting firms to provide planning, design, permitting, and construction management services for a leachate pre-treatment plant at the Clinton County Landfill. The project focuses on removing PFAS contaminants from landfill leachate. The project will be funded through the Clean Water State Revolving Fund program as an Emerging Contaminant subsidy. Services will include initial planning, engineering design, permitting support, equipment procurement, construction administration, and project management.

- Professional Engineer licensed in New York State
- Experience with water/wastewater treatment facilities
- Experience with permitting in New York State
- Experience with foam fractionation systems for PFAS removal
- Review existing landfill documents and leachate generation data
- Prepare engineering report and cost estimates for EC subsidy application
- Complete environmental review including SEQR assessment
- Design leachate pre-treatment plant for PFAS removal
- Prepare permit applications and modifications to existing permits
- Support equipment procurement and prepare bid documents
- Provide construction administration and monitoring services
- Oversee system startup, commissioning, and testing
- Coordinate with EFC for Clean Water State Revolving Fund program requirements
- Provide construction certification and compliance with Davis-Bacon requirements
