Engineering Services and Operations Support at State-Owned Landfill
State of Maine Department of Administrative and Financial Services
Buyer seeks engineering services and operations support for a state-owned landfill in East Millinocket, Maine. The Dolby Landfill is closed and requires proper post-closure care and maintenance. Services include leachate management, environmental monitoring, reporting, and engineering support for future projects. The landfill consists of three sites (Dolby I, II, and III) with final cover already installed on portions of the landfill.

- Provide engineering management of closed landfill following post-closure care plan
- Conduct leachate pond inspections including daily monitoring of flows
- Perform geotechnical inspections of landfill cover, terraces, ditches, and gas monitoring
- Complete water quality surveys, testing and analysis of leachate and wells
- Develop and submit required quarterly and annual reports
- Provide site security by ensuring gates are locked and monitoring access
- Support engineering design for potential PFAS Treatment System installation
- Assist with construction bid documentation and engineering oversight
- Manage leachate pipeline/pond cleaning and maintenance
- Monitor daily rainfall and provide monthly reports on leachate flows
