Buyer is seeking proposals from qualified certified public accounting firms to audit its financial statements for the fiscal year ending December 31, 2024. The audit must be performed in accordance with generally accepted auditing standards, Government Auditing Standards, and federal requirements. The scope includes expressing an opinion on financial statements, issuing compliance reports, and performing required procedures for federal awards. Buyer will select a firm based on technical qualifications and price considerations for a one-year contract.

• 7/3/2025 - Request for proposal issued
• 7/14/2025 - Proposal Due Date
• 7/16/2025 - Proposals evaluated by Budget & Finance Committee
• 7/22/2025 - Firm selected by Board of Commissioners
• 7/31/2025 - Contract date no later than
• 8/15/2025 - Detailed audit plan due
• 9/30/2025 - Fieldwork completion
• 10/15/2025 - Draft reports due

• Firm must be independent and licensed to practice in Michigan
• No conflict of interest with other work performed for the County
• Adherence to RFP instructions on preparing and submitting proposal
• Submission of last external quality control review report

• Audit financial statements in accordance with generally accepted auditing standards
• Express opinion on fair presentation of basic financial statements
• Issue compliance and internal control reports
• Prepare schedule of federal awards expenditures and related auditor's report
• Communicate reportable conditions and material weaknesses
• Document understanding of internal control structure
• Perform testing of compliance with laws and regulations
• Submit detailed audit plan and schedule list
• Present findings to Budget and Finance Committee
• Complete all fieldwork by September 30, 2025
