City of Pasadena Public Health Department

Buyer seeks professional grant writing services to identify funding opportunities and prepare grant applications for the Public Health Department. The contractor will research and communicate grant opportunities, prepare applications, track status, and provide quarterly reports. Buyer requires preparation of at least four grant applications per year with a maximum of six annually. The initial contract term is five years with two optional one-year extensions.

• 7/14/2025 - Proposal Due Date

• Experience with five or more cities/municipalities within last five years
• Experience working with local health jurisdictions in California

• Communicate grant opportunities aligned with department goals and priorities
• Research and monitor federal, state, and foundation funding opportunities
• Prepare pre-applications and all required grant application materials
• Track application status and respond to funder requests
• Prepare quarterly reports documenting opportunities and application status
• Attend virtual or in-person meetings with department leadership
• Calculate return on investment for grant writing services
• Identify and evaluate competitive position for grant opportunities
• Synthesize department information into comprehensive grant proposals
• Prepare at least four grant applications per year
