Buyer is seeking qualified municipal advisors to provide financial advisory services to the City of Saint Paul, Housing and Redevelopment Authority, and Saint Paul Port Authority. Services include financial planning, debt management, capital budget performance, debt issuance oversight, investment program management, continuing disclosure, and economic development financial analysis. The contract term is five years beginning January 1, 2026.

• Municipal advisors must register with SEC and MSRB
• Meet professional and testing standards
• Be registered with Minnesota Department of Commerce

• Implement long-range financial plan for the Municipalities
• Manage short and long-term debt programs
• Analyze utility rate structures and fee structures
• Implement multi-year capital budgets
• Analyze debt financing alternatives and structure
• Coordinate with rating agencies to improve bond ratings
• Prepare and review Official Statements for bond sales
• Conduct competitive and negotiated bond sales
• Calculate and file arbitrage rebate reports
• Provide continuing disclosure services for bond issuances
