Buyer seeks a qualified consultant to develop a Comprehensive Parks & Recreation Master Plan. The plan will guide long-range planning for the Parks & Recreation Department over the next 5-10 years. The project includes needs assessment, visioning, community engagement, and creating implementation strategies for park system improvements. Buyer manages 21 parks covering 480 acres, two golf courses, an aquatic center, and a fitness center.

• Conduct needs assessment analyzing park system, facilities, programs and services
• Develop innovative public engagement strategy with multiple outreach methods
• Create Level of Service standards with geographic distribution analysis
• Analyze demographic trends and community characteristics
• Develop phased implementation and financial plan for priority improvements
• Facilitate strategic planning to clarify organizational direction
• Design capital projects prioritization ranking system
• Inventory and assess condition of indoor and outdoor facilities
• Compile data on programming trends and land acquisition opportunities
• Develop actionable recommendations with short, mid, and long-term strategies
