Buyer is seeking proposals for Temporary Assistance for Needy Families (TANF) Programs to serve eligible Ashtabula County residents. Services must promote self-sufficiency to maintain one's family and fulfill one or more of the four TANF goals. Buyer will determine eligibility for participants and refer them to approved programs, except for services exclusively meeting TANF Goal #3. The contract term will be one year with a tentative start date of October 1, 2025.

• Be a formally organized business or service agency
• Operate in compliance with applicable laws
• Provide evidence of financial responsibility
• Have written policies and procedures for program operation
• Maintain confidential records for each participant

• Provide services promoting self-sufficiency for TANF-eligible participants
• Develop comprehensive program meeting one of four TANF goals
• Maintain confidential participant records and documentation
• Submit detailed monthly invoices in approved format
• Conduct background checks on all employees
• Implement training programs for staff providing services
• Monitor and evaluate program effectiveness
• Collaborate with ACJFS for participant referrals
• Maintain liability insurance and professional licenses
• Ensure compliance with federal, state, and local laws
