Buyer seeks an external Employee Assistance Program (EAP) provider to deliver comprehensive services to approximately 35,000 State employees and 17,000 participating University of Wisconsin employees. The program must include confidential counseling, work-life resources, critical incident response, and organizational services for employees and household members. The contract period will be for an initial two years with potential for two additional two-year renewals.

- Provide confidential counseling services to employees and household members
- Deliver critical incident stress management (CISM) and debriefing services
- Offer work-life services and resources
- Provide management consultation on employee issues
- Develop and deliver customized training programs
- Facilitate conflict resolution and mediation services
- Maintain 24/7 call center operations
- Create and distribute promotional materials
- Support multi-lingual and ADA-accessible services
- Provide regular utilization reporting and analytics
