Housing Authority of the County of Alameda

Buyer seeks qualified independent public accounting firms to perform audits of its various housing programs. The contract covers fiscal years ending June 30, 2025 through 2029. The audit must comply with generally accepted auditing standards and Government Auditing Standards. Buyer administers over 7,000 Section 8 Housing Choice Vouchers and manages multiple housing programs.

• Must be licensed independent public accounting firm
• Must have quality control program with peer review
• No disciplinary action taken or pending against firm
• Experience auditing Housing Authorities or local governments

• Conduct financial statement audit for HACA and PACH programs
• Prepare financial statements in accordance with GAAP and HUD requirements
• Provide attestation on Financial Data System (FDS) data
• Complete tax returns for Preserving Alameda County Housing (PACH)
• Submit audit reports by March 30 following fiscal year end
• Prepare Data Collection Form for Federal Audit Clearinghouse
• Comply with OMB Circular A-133 and government auditing standards
• Conduct compliance audit for Housing Choice Voucher programs
• Perform attestation of agreed-upon procedures for REAC database
• Review internal controls and issue related reports
• Assist with electronic submission of Financial Data Schedules
• Evaluate compliance with HUD regulations for various housing programs
• Audit locally owned and managed housing units
• Conduct supplemental reporting on Reserve Account and ROI
• Provide technical support to ensure compliance with reporting deadlines
