Buyer seeks proposals from qualified offerors to provide program evaluation services for the Health and Human Services Department. The services include internal and external evaluation of programs such as Local Driving While Intoxicated, Assisted Outpatient Treatment, and other sponsored programs. Buyer plans to establish contracts with one or more offerors for a term from award until June 30, 2025, with options to renew for three additional one-year terms.

• 7/10/2025 - Proposal Due Date
• 8/1/2025 - County Commission Approval
• 9/1/2025 - Contract Execution

• Design program evaluation strategies and methodologies in consultation with HHS Department
• Analyze data using appropriate statistical and qualitative analysis techniques
• Develop comprehensive evaluation reports with recommendations for program improvement
• Establish relevant and feasible program outcome measures
• Ensure adherence to evidence-based practices and programs
• Assess current programs for potential retention or improvement
• Assist in application process for funding and grants
• Support Local Driving While Intoxicated (LDWI) Grant application
• Participate in meetings and maintain regular communication with HHS staff
• Conduct ethical data collection respecting participant privacy
