Buyer seeks a qualified consultant to create a comprehensive Parks Master Plan for the City of Shawnee. The plan will include an inventory of existing parks, facilities, and programming, while identifying service gaps and needs for improvements. Buyer aims to serve all neighborhoods equally through public parks and support the implementation of an upcoming Community Health Improvement Plan. The plan should address accessibility, connectivity, safety concerns, and include strategies for economic development.

• 7/28/2025 - Responses to submitted questions posted
• 8/25/2025 - Selection Committee evaluation
• 9/15/2025 - Award recommendation to City Commission
• 10/6/2025 - Document execution / Notice to Proceed

• Experience of no less than five similar Parks Master Plan projects
• Experience working with communities similar to Shawnee, Oklahoma
• License to do business in the State of Oklahoma

• Complete inventory of existing parks, facilities, and accessibility
• Analyze community demographics and needs for parks services
• Develop strategies for adaptive use accommodating all ages and abilities
• Create interconnected park system proposal with prioritized implementation timeline
• Design comprehensive public engagement process targeting underrepresented groups
• Assess current maintenance issues and propose solutions
• Identify parks with poor multimodal connections and accessibility issues
• Recommend improvements to address safety concerns in parks
• Develop strategy showing how parks fit into economic development
• Propose new parks to serve all neighborhoods equally
