The project will be funded through the Texas Water Development Board (TWDB) under the Drinking Water State Revolving Fund (DWSRF). Services include engineering design, environmental studies, construction administration, and other related professional services. The project must comply with EPA's Disadvantaged Business Enterprise Program and Build America, Buy America requirements.

- Prepare Engineering Feasibility Report and Federal Funding Environmental Review
- Develop preliminary and final design plans, specifications, and cost estimates
- Prepare bid packet and construction documents
- Provide construction phase engineering and inspections
- Conduct environmental studies compliant with Federal and State NEPA regulations
- Prepare necessary permits with regulatory agencies (TCEQ, IBWC, TxDOT)
- Develop funding applications and documentation
- Perform surveying services for water system infrastructure
- Complete planning activities for phased implementation
- Administer grant funding and reporting requirements
