Buyer seeks a consultant to develop a 5-year strategic plan for the city government. The consultant will facilitate planning sessions with elected officials, staff, and community members to review and update the city's vision, mission, and goals. The planning process will take place between August and October 2025, with a final document due in November 2025. The strategic plan will provide direction and priorities for the city's operations over the next five fiscal years.

• Content expertise in executive coaching and leadership development
• Experience facilitating strategic planning processes

• Facilitate 4 evening planning sessions with city officials and community members
• Conduct 2 daytime planning sessions with department staff
• Develop pre-planning survey for participants
• Create detailed agendas for each planning session
• Develop 5-year task-oriented strategic plan
• Review/update city vision, mission statement, and goals
• Establish priorities and department-level goals
• Prepare post-strategic planning summary report
• Deliver final strategic plan document in editable format
• Present findings to City Council and staff
