Buyer seeks an economic evaluation to determine the return on investment of its export marketing program for California Raisins. The analysis must cover 11 markets comprising 18 countries over five fiscal years ending July 31, 2024. Buyer needs to understand the impact of their approximately $5M annual marketing spend and determine how pricing factors versus marketing programs affect export performance. The evaluation will help fulfill a Farm Bill requirement to conduct an ROI analysis at least once every five years.

- Account for price gap impact versus key competitors
- Analyze data across 18 individual countries within 11 market regions
- Evaluate effectiveness of combined USDA grants and industry funds
- Present findings in draft and final comprehensive reports
- Incorporate Trade Data Monitor export sales data into analysis
- Isolate ROI specifically for RAC spending excluding government grants
