Buyer seeks qualified consultants to prepare Indirect Cost Allocation Plans for State Fiscal Years 2027 and 2028 based on actual expenditures. The consultant will also analyze and update standardized billing rates for legal services provided by the buyer. The work includes planning, reviewing methodologies, developing rates, and negotiating approval with the US Department of Health and Human Services. The consultant must have expertise in cost allocation issues and legal billing procedures at the state agency level.
