Buyer seeks an experienced vendor to conduct a comprehensive review and modernization of the TANF/Work First program in North Carolina. The vendor will assess the current program structure, provide expert guidance on restructuring, and develop a roadmap for improving service delivery. The project includes conducting analyses, developing optimization plans, and creating strategies to better serve vulnerable families toward self-sufficiency. Buyer requires a three-year contract to assist in determining the best ways to help families exit the program successfully.

• Create county leadership communication strategies
