Water and Sewer Rates, Fee Analysis and Bond Engineering Services

Buyer requires qualified consultant to prepare a Rate Study of retail and wholesale rates and provide bond consulting engineering services. The scope includes annual rate adequacy reports, physical facility inspections, bond feasibility reports, wholesale rate analysis, and retail rate studies. Buyer prefers experience with bond engineering services for utilities serving 200,000+ customers and water/wastewater planning for large facilities. The contract term is three years with two one-year options to extend.

- Technical certification in water and sanitary sewer systems (6.01, 6.02, 6.03)
- Prime Consultant must hold technical certification in category 6.01
- Prepare annual adequacy of rates and charges report by September 1st each year
- Conduct annual physical inspection of approximately one-third of WASD's facilities
- Issue Engineering Consultant's Report for water and sewer revenue bond offerings
- Analyze wholesale customer cost allocations and rate calculations annually
- Review retail rate structures to ensure adequate revenue generation
- Review Service Area Release applications for compliance with Ordinance 93-134
- Provide strategic planning and feasibility development of business cases
- Assess vulnerability and risk for water and sewer systems
- Analyze impacts of sea level rise on infrastructure
- Assist with grant proposals and applications
